治理现代化作为新一届政府深化改革的核心目标，要求打破现有阻碍发展的机制格局，确立市场、社会治理主体地位并与政府形成良好互动。同时，新型城镇化作为政府深化改革与经济增长的有力杠杆，为地方治理现代化的实现提供了平台，其落实的关键在于县级领域。而主导县域发展的县级政府过于强势，并不利于治理现代化的实现和新型城镇化的建设。因此，发展型县级政府需要向现代治理转型，实现治理体系的构建，在转型过程中，需要具备的治理能力包括领导能力、资源整合能力、协作能力、回应能力、公共服务能力，其中，领导能力、资源整合能力为目标落实的关键。

Governance-modernization , as the core objective of government -reform of the present government , requires to break existing mechanism which hinders development to make the market and society to be main part of governance and interact well with government .Meanwhile , new urbanization which is regarded as a lever for deepening reform and promoting economic increase is a platform of governance -modernization for local government .The counties are the place where new urbanization happens ,so a too aggressive local government which plays a leading role in the process of local development is not good for governance -modernization or new urbanization.Thus,it is urgent to transform the developmental county government to modern governance -building governance system .In the process of transition , the abilities of the local government should include abilities of leadership ,integration of sources , cooperation , response , public services , and the first two are the key to make the target come true .
