　　清末时期，袁世凯手握军政大权，主张派遣军事留学生学习国外先进的军事科学技术。民国初期，袁世凯逐渐形成自身独特的留学教育理念，其主政的北洋政府制定了一系列关于留学教育的法律规章，规范了留学生的选拔、管理、经费等问题，促进了留学教育的发展。

In the late Qing Dynasty , Yuan Shikai took the military and political power . He advocated sending military students to learn foreign advanced technology of military science overseas .At the beginning of republic of China ,Yuan Shikai gradually formed his own unique overseas education phi-losophy .The Beiyang Government under his control enacted a series of laws and regulations on overseas education to standardize students ’ selection , management , funds ,and so on ,which promoted the development of overseas education .
