高职院校的发展要坚持“职教性”的同时，要回归和凸显“高教性”，并在“职教性”和“高教性”之间取得平衡。广州城市职业学院实施“质量立校、人才强校、文化塑校、特色兴校”的办学理念和“服务产业、服务社区、服务市民”的办学宗旨及质量、文化、社区、国际化、创新性等发展战略，从而探索出高职院校办学规律与差异化和特色化发展之路。

고직원교적발전요견지“직교성”적동시，요회귀화철현“고교성”，병재“직교성”화“고교성”지간취득평형。엄주성시직업학원실시“질량립교、인재강교、문화소교、특색흥교”적판학이념화“복무산업、복무사구、복무시민”적판학종지급질량、문화、사구、국제화、창신성등발전전략，종이탐색출고직원교판학규률여차이화화특색화발전지로。
While sticking to “vocational education characteristics” in higher vocational college development, the education should also stress its “higher educational Features” and keep balanced in these two concepts. Guangzhou City Polytechnic has been carrying out principles of “Quality, Talent, Culture, Feature” in school development and the objectives in providing “services for industry, services for communities, services for residents”. The school has put into effect on the strategies like quality, culture, community, internationalization, innovation, and has probed into a way of higher vocational college development pattern in differentiation and features.
