　　本文以河南省光山县三个样本村为例，考察了光山县村级发展互助资金的运行情况，重点分析了村干部参与对互助资金风险控制的影响。研究发现，利用村干部把关，互助社确实有效地控制了贷款风险，但这种做法在一定程度上降低了互助社的民主程度，进而阻碍了互助社的健康发展。对此，本文建议，互助社应该做到真正放权，实行民主选举、民主管理，同时可以通过引进一些专业人才等，实现互助资金操作规范化，从而保证互助资金的可持续发展。

Based on three sample villages in Guangshan County,this paper attempts to examine the mechanism of the village development mutual funds,and analyses the influence of village cadres’participation on the risk control of the funds. It is found that the mutual fund association has effectively controlled the risk of loans due to village cadres’ participation. However,the village cadres’participation has to some extent reduced the level of democracy among members and even impedes the healthy development of the funds. Thus,the paper suggests that the funds should decen-tralize its authority to the village,apply democracy to the election and governance. In addition,to realize the opera-tional standardization and keep the sustainable development of the funds,it is better to introduce some professionals to manage the funds.
