近年来，洞庭湖区水安全问题呈现了多样化态势，并且日趋严重，其主要原因来自干旱缺水与后三峡工程运行导致部分区域工程性缺水和水质性缺水，工业污染源污染，以及生态平衡遭到人为因素破坏等。本文根据其原因分析，并基于区域环境保护理论，探讨洞庭湖区水安全问题防治机制。
