At present,the preschool education of our country faces two problems:it is expensive and difficult for young children to attend kindergartens.Establishing inclusive kindergartens is the effective way to solve the problems.The criterion of inclusive kindergartens is the standard condition to ensure the normal run and development of inclusive kindergartens.The construction principles are “enough to use” and “the right to use”. Its aim is not to pursue luxury and characteristics,but to provide guaranteed-minimum and basic pre-education.
