近年来我国面临短期资本大量涌入的困扰，但从实践情况来看，现有的管制及冲销政策效果不佳。本文对国际上无息准备金制度作了介绍，并分析了我国实施该制度的可行性及准备金征收范围、比率等具体注意事项，并在此基础上提出了实施无息准备金制度的有关建议。

In recent years, China has been troubled by the large influx of short-term capital. However, the prac-tice proves that the effect of the present regulation system and sterilized intervention is not satisfactory. Through intro-ducing an effective management tool in the international community, that is, unremunerated reserve requirement, this paper analyzes the feasibility of the implementation of the system and details such as the specific range of reserve collection and ratios. Based on this, the paper provides relevant suggestions for implementing unremunerated reserve requirement.
