针对我国出现的耕地撂荒弃耕现象及农地流转市场低水平均衡状态,本文在威廉姆森交易成本分析框架下,结合我国农村土地制度特征,分析了农地流转市场低水平均衡的产权基础,比较分析了现行几种农地流转模式的利弊,提出应以土地经营权抵押担保实现农地流转的创新模式,以市场方式推动农地流转。

Under the background of rapid urbanization and industrialization, this paper first describes the phenomenon of quantity of cultivate lands being discarded and the low-level equilibrium of farmland transfer market, and analyzes the property rights basis of such equilibrium with the framework of Williamson’s transaction costs, and further makes a comparative study on the advantage and disadvantage of the existing different modes of farmland transfer. Finally, with the new reform pushed by the Central Party, this paper suggests the farmland transfer should be promoted by a market-oriented mode of mortgage-backed by land using rights.
