基于我国评价体系发展的现状，文章探讨我国政府投资项目绩效评价体系建设的分步建设路径。分别是建立有效运行的自评价体系；培育评价行业以建立外部评价体系；建立绩效评价报告的公开制度；完善制度以保障评价体系的推广；统一绩效评价的标准。论文讨论了各环节建设成功的关键要素，为提高政府投资项目绩效的管理能力提供改进思路。

The paper summarized the constructing status of the Chinese public projects performance evaluation system, and then it proposed the constructing path of it. That is, first is building a effective Self-Evaluation System, second is fostering the evaluation industry in order to build the External Evaluation System, third is building the Disclosure System of evaluation reports, forth is improving institutions in order to promote the evaluation system, the last is unifying performance evaluation criteria. In every step of the path, the paper also analyzed the key points of construction.
