我国卫生系统电子认证服务应用已全面开展，电子认证服务框架已初步建立，但各省电子认证服务发展不平衡，“一人多证、重复发证”等问题严重制约了电子认证服务的发展，卫生系统电子认证服务监管体系亟待推出。本文提出了基于卫生系统的电子认证服务监管方案给出了总体模型，详细分析了监管流程及功能设计。

아국위생계통전자인증복무응용이전면개전，전자인증복무광가이초보건립，단각성전자인증복무발전불평형，“일인다증、중복발증”등문제엄중제약료전자인증복무적발전，위생계통전자인증복무감관체계극대추출。본문제출료기우위생계통적전자인증복무감관방안급출료총체모형，상세분석료감관류정급공능설계。
Application of health system electronic certificate authority has been fully launched, the service framework of it has been initially established, but the development of this service is unbalanced geographically among China, the phenomenon of the “multi cards for one person and duplication of certificate issuing” has restricted the development health system electronic authentication. Regulation of this service must be issued. Based on the regulation, this paper gives some advices on the whole model and describes the details for process and function design.
