针对高校自主招标在评标方法、评分标准、开标评标过程和招标监督等方面存在的问题,提出了解决方法,并予以实施。货物采购应主要采用“最低评标价法”,工程采购宜使用“综合评分法”;设置评标标准时,货物采购以最低报价、工程采购以报价平均值作为基准价;价格分数权值宜控制在50%以上。技术标评分标准尽量细化、量化。开标、评标分离进行,评标专家不应参加开标过程;评标时以招标文件作为唯一依据,专家独立评审。设立专门的工作和监督机构,制定监督制度;监管人员应具备专业水平,责在监督,而非评审。

It proposes the resolving methods in view of the problem about bid evaluation methods, scoring criteria, bid opening and bid evaluation, as well as bid supervising. The lowest pricing method in bid evaluation should be used for procuring goods, and the comprehensive scoring method in bid evaluation is applicable to the construction project. The lowest bid price is as the datum price for procuring goods, and the bid price average value is as the datum price for construction project. Proportion of the price score is over 50%of the total score. The technical scoring criteria should be detailed and quantiifed as much as possible. Bid opening and bid evaluation are divided into two independent processes. The members of the bid board are not allowed to attend bid opening process. Each member evaluates bid independently according to the bid documents. Special-purpose institutions for bid work and supervising are established, and rules and regulations are formulated. Supervisors must have specialized knowledge and technical ability in bid ifeld, and do not substitute bid staff.
