文章实证分析我国棉花储备抛收储政策的实施绩效，探讨棉花临时收储预案执行以来棉花抛收储政策对于市场的调控作用。研究表明，棉花储备通过收储和抛储影响市场价格的政策目标均未能有效实现；临时收储预案政策的实施，不仅扭曲了市场价格，而且使政府背负了较严重的财政负担。为防止棉花市场出现剧烈波动，应逐步取消临时收储预案政策，恢复棉花储备不参与市场经营的战略储备属性；同时，对棉农采取目标收入补贴和收入损失补偿政策，加大对棉花生产的科技投入。

This paper positively analyzes the performance of China's cotton storage policy , and studies the macro-control effect on cotton price by selling storage cotton or purchasing cotton for storage .The re-search indicates that the policy failed to achieve the goal of influencing market price of cotton ;temporary purchasing policy not only distorts the market price , but also makes the government bear severe financial burden .To prevent drastic fluctuations of cotton prices , temporary purchasing policy should be phased out and restore the strategic reserve attributes of cotton storage .Meanwhile , subsidy policy on target in-come and compensation policy for farmers'income loss should be adopted , and increase technology in-vestment in cotton production .
