Aimed at the demand for the small-and-mediumsized units which convene ceremony of science and thechnology every year based on intranet to submit and evaluate papers ,we developed the cientific papers management and evaluation information system based on ASP with Web model ,it has realized the functions such as submit online ,examination and management ,query and search ,commention and grade online ,review and award ,statistics .It has appleied to the unit suc-cessfully .
