工业化和城镇化是现代化的两翼，处理好城镇化和工业化的并行关系非常重要。城镇化的本质在于消除社会经济结构的对立性。传统城镇化需要向新型城镇化转型，但是这种转型却面临来自内外两方面的宏观约束。一方面，来自世界危机的传递效应引起了发达国家的再工业化转型，构成了中国城镇化转型的外部约束；另一方面，中国多重结构性矛盾的累积效应形成了城镇化转型的内源性制约因素。畸形的工业化和短腿的城镇化结合在一起形成的路径依赖，必须依靠新型城镇化战略彻底打破。

Industrialization and urbanization are the wings of the modernization .It is very important to keep the parallel relationship of the urbanization and industrialization .The nature of the urbanization is to eliminate the con-trariety of the society economic structure .The traditional idea of the urbanization needs transit to new urbanization . However ,this transition is facing both internal and external macroeconomic constraints .On the one hand , the re-industrialization transition of developed countries which caused by the transfer effect from the world crisis has been the external constraints to China ’s urbanization transformation.On the other hand, the accumulation effect of mul-tiple structural contradictions has formatted the endogenous constraint to urbanization transition in China .The com-bination of the deformed industrialization and the short -legged urbanization has formed the path dependence which must be completely broken by the new urbanization strategy .
