职业教育转型必须坚持能力本位的教育目标，基于职业活动的课程开发，确立学生中心的教学方法，走向校企合作的必由之路。坚持推行双证书制度政策是推动职业教育改革和全面转型的一个不可或缺的支点。对推行“双证书”制度的现状、推行过程中所存在的问题以及改革的举措进行讨论。

The implementation of the“double certificate”system is to meet the system security requirements of the enterprises and institutions;it is an important measure for China to further strengthen human resources development and management;and it is an important means to speed up the development of higher vocational education. The statas quo,the problems and the reforms of implementing“doable certificate”system are also discussed.
