通过调查分析表明,教师对刚性流动的价值认可度高,但更倾向于参加柔性流动;教师的性别、婚姻、学校所在地区、学校类型、教龄、职称等因素与教师流动意向存在不同程度的相关,而学历则与教师流动意向无显著相关。由此提出具体对策:柔性推动教师均衡流动,完善教师流动制度;提高政策执行者素养,保证政策有效执行;建立信息网络系统,提供长期交流学习平台;走农村教育自救路线,从根本上解决城乡教育不均衡问题。

The investigation shows that teachers hold more positive attitudes towards rigid flow,but are more inclined to participate in flexible flow.The factors of gender,marital status,school loca-tion,nature of school,years of teaching,titles are of different degrees of relevance with the intention of equilibrium flow.Educational background has no obvious relevance with the intention of equilibri-um flow.Following the survey,this paper puts forward four proposals.Firstly,to promote teachers equilibrium flow softly and to perfect the teacher flow policy system;secondly,to improve the policy executor`s diathesis;thirdly,to establish an information network system so as to provide a long-term exchange learning platform;fourthly,to follow the self-solution principle in the rural education in solving the problem of unbalanced education between urban and rural areas.
