The information and communication (ICT) technology is not only an important promotion for social and economic progress ,but also a primary new industry defined by the national strategic development plans . The construction of National Information & Communications Engineering Experiment Teaching Demonstration Center in Nanjing University of Posts and Telecommunications (NJUPT ) is introduced along with implementation of the experimental practice teaching issues .Some important strategies and mechanisms for innovative personnel cultivation are proposed including construction idea and purpose ,experimental teaching system ,experimental platform ,and demonstration effect ,respectively .
