The scope and procedures of energy saving assessment of civil buildings are elaborated for deep discussion on key points which shall be addressed and aspects which shall be specifically covered in the procedures. The experience gained by building professionals in energy assessment practice, the prob-lem and measures are summarized and concluded. The aim of this paper is to exchange and explore ideas with the relevant personnel engaged in building energy assessment, and promote the assessment to be car-ried out widely efficiently. Raising the professional level of evaluators and the assessment standard will as-sure authoritative and scientific assessing results, and the energy assessment will become the essential part in projects.
