镇村体系规划对于促进城乡一体化协调发展、提高镇村空间规划质量与经济建设水平都有重要的现实意义。以湖南省常德市桃源县马鬃岭镇为例，基于该地区镇村体系建设现状，采用多因子标准赋值加权评分法对镇村的发展条件进行评价，并构建发展条件评价模型，根据评价模型得出对镇村的综合评价值，然后对镇村之间进行横向比较和分析，对镇村发展条件的潜力与优劣进行总体评价和判断。依据镇村发展条件评价结果，结合镇村实际情况，综合政府、镇村干部群众、相关专家及社会各界的意见，以此作为调整镇村层次和布点的重要依据，确定小城镇镇村体系规划中的镇村等级结构、职能结构、空间结构与发展规模。

The planning of town and village system has an important practical significance for promoting coordinated development of urban and rural integration, improving the quality spatial planning and the economic construction level of towns and villages. The Ma zongling town, Taoyuan county, Changde city, Hunan province was used as an example based on the situation of constructing the town and village system. The multi-factor standard assignment of weighted scoring method was used to evaluate the conditions for the development of towns and villages and the assessment model of developing condition was built. Based on the evaluation model, the values of comprehensive evaluation on towns and villages were achieved. The comparison and analysis between the towns and villages were made to generally evaluate and judge the potential, the pros and cons development conditions of the town and village. According to the evaluation results under the development conditions of the towns and villages, the actual situation of the area, the views of government, town and village cadres, villagers, experts and communities were integrated provide an important basis for adjusting the town and village level and distribution, defining the hierarchical structure, functional structure, spatial structure and scale of development for planning small-town and village system.
