自从STCW公约马尼拉修正案履约以来，由于海证考试和评估大纲的重新修改，航海类学生的海证考试通过率也一直徘徊在低水平状态。航海类高职院校也应审时度势，适应国家海事局对海证考试的变化，进行必要的教学改革和课程研究，加强管理措施的探究，进而提高学生的海证考试通过率。

Manila amendments to the STCW Convention since its performance, due to re-edit the content of the examination and assessment of sea outline certificates, sea-card Maritime student pass rate has been hovering in the low state. Maritime vocational colleges should also assess the situation and adapt to changes in the National Maritime Authority Certificate Examinations of the sea, carry out the necessary research teaching and curriculum reform, strengthen management measures to explore, and to improve students' pass rate card sea.
