武汉市全面步入老龄社会始于2010年。随着老年人口总量增加,一方面社会养老成本显著提高,子女和政府养老负担压力越来越大,另一方面全社会人力资源短缺问题也日益凸显。老年人才同样是宝贵的人力资源,如何充分利用老年人力资源,鼓励老年人再就业,对减轻养老压力、缓解当前企业的“用工荒”现象及满足企业对掌握高技术人才和低成本劳动力的双重要求,具有现实意义。针对武汉市的社会经济发展现状,对如何开发老年人才问题进行深入研究,并提出了若干可行的对策建议。

Wuhan began stepping into the aging society as a whole in 2010. With the increase of the total aged population, the social pension costs increase significantly, bringing much more burdens for family and governments. In the meantime, the shortage of human resources in the whole society is increasingly prominent. The aged talents are valuable human resources as well. It is practically signiifcant to take advantage of the aged resources and encourage their re-employment, for this can reduce pension pressure, alleviate the current labor shortage in businesses and meet dual requirements, i.e., high-tech talent and low-cost labor. Through questionnaires and interviews, this paper makes the in-depth study on how to develop the aged talent resources and puts forward some feasible suggestions based on the present situation of social and economic development of Wuhan.
