由于经济环境的限制，长期以来欠发达地区中小企业科技人才匮乏，严重制约了当地经济、社会发展。文章以河南省为例，通过研究欠发达地区中小企业特征及科技人才的需求特征，从宏观及微观角度，提出欠发达地区中小企业吸纳科技人才对策。
由于經濟環境的限製，長期以來欠髮達地區中小企業科技人纔匱乏，嚴重製約瞭噹地經濟、社會髮展。文章以河南省為例，通過研究欠髮達地區中小企業特徵及科技人纔的需求特徵，從宏觀及微觀角度，提齣欠髮達地區中小企業吸納科技人纔對策。

Because of the restriction of the Economic environment conditions , there has a shortage of scien-tific and technological talents for a long time in Small and medium-sized enterprise in less-developed areas , which restrains the local economy and social development. In this paper , the study on the characteristics of Small and medium-sized enterprise in less-developed areas and the Scientific and technological personnel demand characteristic, puts forward countermeasures of absorbing scientific and technological talents for Small and medi-um-sized enterprise in less-developed areas from the macro and micro angle.
