现代农业是农业发展史上的新阶段，相对传统农业具有明显的特征。目前，浙江蚕桑产业存在着综合生产率低、生产方式传统、现代科技支撑不足等瓶颈。在新形势下蚕桑产业要以增强市场竞争力为目标，以创新生产方式为抓手，以提升生产基地为重点，努力巩固两大优势产业带，积极拓展两个增长点，充分挖掘两个功能为思路，并通过推进产业发展政策完善，集聚产区优化基地，突破原料茧生产窠臼，提高现代科技支撑水平，拓展产业增效新途径等措施，促进蚕桑产业转型升级，保持浙江蚕桑在全国前列的地位。
