海洋科技能力是区域海洋经济社会发展的核心与关键,界定并采用主成分方法对比研究浙江与沿海省份海洋科技能力。研究发现:(1)近年沿海省份海洋科技能力,鲁、沪、粤、津位居前列,苏、闽、浙处于中游,辽、冀、琼、桂位居下游。(2)2006~2009年浙江海洋科技能力逐年上升,但仍居于沿海11省份中游。(3)浙江海洋科技能力靠后成因:一是浙江基础性海洋科技能力不论是存量、还是近年增长量都位居中游,显著表现在浙江海洋科研机构数与专业技术人员数都远少于沪、鲁、津;二是浙江海洋科研产出性能力较低,表现在海洋科技投入费用增长居沿海前列,但科技论文数与专利均落后于第一梯队省份;三是浙江海洋从业人员比重明显偏低。

Marine science and technology strength plays a central role in the marine economy development, social development, and the implementation of national marine strategy. By defining the strength of marine science and technology and using the analytical techniques such as principal component analysis, hierarchical analysis, the strength of marine science and technology in Zhejiang province and its coastal cities is comprehensively evaluated and compared with some sampled provinces. It shows that:Firstly, over the last past 4 years, Shandong, Shanghai, Tianjin is ranked at the top, followed by Jiangsu, Fujian, Zhejiang; Liaoning, Hebei, Hainan, and Guangxi is ranked at the bottom; Secondly, although Zhejiang provincial capability in science and technology is gradually improving, it still ranked the sixth among the 11 provinces from 2006 to 2009; Thirdly, the main causes of Zhejiang’s low-ranking may be given as follows: First of all, in terms of fundamental capability in marine science and technology and annual development, Zhejiang’s performance is evaluated with mediocrity due mainly to the far less number of scientific research institutions and talents than that in Shanghai, Shandong, Tianjin and other more developed provinces;Secondly, the productivity of Zhejiang resulting from marine scientific research is relatively low, indicating that, despite increasing resources allocated to the marine science and technology development, the number of research publications and patents still lags behind; Thirdly, the manpower in the marine research is still inadequate compared with other advanced counterparts. All above factors contribute to the status in quo of Zhejiang in the strength of marine science and technology.
