目前,中国住房市场供求的总量关系正在趋向平衡,要防止在房地产投资规律性回落过程中盲目刺激。区域市场分化仍在加剧,一线城市土地价格高企与部分非热点城市住房供给过剩并存。一旦房地产市场出现下行,有些地方政府融资平台的土地抵押物存在重新评估的风险。建议引导住房向居住本质回归,鼓励支持首套、中小户型住房消费,实施中性的住房金融政策,建立合理的土地供给机制,加快完善房地产税收体系,建立全面、系统、动态更新的城镇住房信息系统,强化市场的预期管理。

Currently,supply and demand of the housing market tend to balance.The policy priority is to pre-vent the regular blind stimulation in the rational decline of real estate investment.Regional market differentiation is still increasing;land price in the first-tier cities is high while some non-hot cities oversupply housing.Once the real estate market declined too much,land collateral and some local government financing platform risk would be re-as-sessed.It's suggested to guide housing-purchase to return to living nature,encourage and support the first pur-chase,small and medium-sized housing consumption,implement neutral housing finance policy,establish rational land supply mechanism,accelerate the improvement of the real estate tax system,establish a comprehensive,sys-tematic and dynamic-update urban housing information system ,strengthen management of the market expectation.
