以固始县为典型案例，调查产粮大县农作物农资综合补贴的主要做法和存在问题，剖析农资综合补贴对农民增收和粮食生产的影响。结果表明，农资综合补贴政策虽有一定增收效应和增产效应，但效果并不显著。农资综合补贴在实施过程中存在补贴标准偏低、补贴对象有失公允、补贴资金发放成本较高、资金发放形式不规范等问题。最后提出有针对性的政策建议，为完善产粮大县农资综合补贴政策提供依据。

Taking Gushi for a typical example , we investigated practice and questions of general subsidies for agricultur-al production material in major grain -producing counties , at the same time analysized the effect to farmers ’ income and food production .It showed that the policy had a little income effect and grain production effect .There were some out-standing questions during implementation process such as low subsidies standards , unfair target people , high operating costs,unreasonable ways and so on .Finally some targeted recommendations were pointed out in order to better the policy in major grain-producing counties .
