According to the inseparability relationship among time,space and motion of matter,the definition of matter existance is given in different tenses.After introducing the concepts from the same place points set and different place points set,the mathematical model of static and dynamic geo-object is inducted.The quantita-tive and qualitative change forms of dynamic geo-object are discussed.The logic certainty of dynamic feature and evolution in cartographic area is demonstrated.
