自家庭联产承包责任制和村民自治制度推行以来，乡政村治格局下的农村基层社会，形成了典型的村组模式。然而，随着乡镇体制和农村税费改革的推进，不仅重构了地方政府与农民之间的关系，而且地方政府也正积极转变职能以应对这些新变化。本文以湖北杨林桥镇为个案，指出农村社区建设起源于农民的草根行动，认为由政府主导的农村社区制度化建设正在兴起，势必会形成一种制度化的农村社区构建模式，为思考农村组织制度的变革提供了新的视角。

Since the implementation of the household contract responsibility system and villagers ’ self-governance system, it has already formed a typical governance model which is called Cun-Zu. However, with the township system and rural tax reform, it is not only reconstructed the relationship between the local government and farmers, but the local government is also actively responding to these new changes. In this paper, as a case study on Yang Linqiao of Hubei Province, we discusses the new trend of modern rural communities construction, and point out that the rural community construction originated in grassroots action by the local farmers, then institutionalized by the local government, which formed a new model and provided a new perspective for thinking about changes in rural organization system.
