The paper researches the process and method for the lightning risks assessment of civilian blasting warehouse and discusses various factors and risk components affecting civilian blasting warehouse risks. The risk components and total value at risk are calculated and analyzed before and after the protection against lightning measures to obtain the main impact factors and risk components for lightning risk assessment by combining with engineering cases. Then protection against lightning measures are proposed purposefully.
