在分析REDD＋（减少毁林和森林退化造成的排放以及通过森林保护、森林可持续经营以增加碳储量的活动“＋”）机制产生历程的基础上，基于森林固碳机理和森林转移假设理论，从福利经济学和环境库兹涅茨曲线角度分析了REDD＋机制的可行性。认为：从福利经济学的角度出发，REDD＋政策的实施，将同时增加公共福利和私人福利的水平，使社会总福利的水平得到提高；RDDD＋机制的实施，具备最大化福利水平的功能。基于环境库兹涅茨曲线的原理，可以通过经济刺激的手段，干预环境库兹涅茨曲线的走势，缩短“林业转型”需要的时间。REDD（减少毁林和森林退化造成的排放）及REDD＋机制为国际社会提供了一种新的机制和路径创新手段，即用向发展中国家提供经济激励的方式，减少毁林现象的发生。 REDD＋政策具备可行性和现实意义。

By analyzing the development of REDD+mechanism , forest carbon sequestration mechanism and the theory of forest transfer hypothesis , we studied the feasibility of REDD+mechanism by welfare economics and the environmental Kuznets curve.From the perspective of welfare economics, the implementation of REDD+policy will increase the public welfare and private welfare level, and improve the level of social welfare.The implementation of RDDD+mechanism can maximum the welfare function.With the principle of environmental Kuznets curve and the economic stimulus, the intervention of en-vironmental Kuznets curve trend, and REDD+mechanism can shorten the“ forestry transformation” time.REDD and REDD+mechanism can provide a new mechanism and innovation means for the international community, and can be used to provide developing countries with economic motivation and to reducing deforestation.Therefore, REDD+mechanism has the feasibility and practical significance .
