结合山西省晋中市平遥县小型农田水利重点县项目建设情况，针对群众自筹资金管理、相关项目资金整合、运行管护和水价改革等方面存在的问题，提出了从收集自筹资金辅助凭证，建立多元化投入机制，组建农户参与管理的用水合作组织，建立合理的水价形成机制的对策措施。
