In Qingdao, the problem-orientated policy decision was insisted on, and the serious illness medical insurance system has been actively exploring and improving. Through the introducing of the mechanism of co-payment, price negotiation, assessment of drugs with special prices and evaluation of responsible doctors, the economic burden of the patients suffering from serious illness has been greatly reduced, and it has achieved the win-win goals for doctor-patient-insurance, and basically has established a security network for patients when seeking medical service.
