第二次柏林危机初期，英国提出了与苏联进行谈判来缓和危机的政策，主张把柏林问题的解决与德国问题、欧洲安全问题相挂钩的建议作为盟国与苏联进行谈判的议题。英国反对美国和西德的强硬态度，成功地把对苏谈判的建议纳入到盟国对苏照会的内容中；英国还反对美国使用有限武力的方案，主张通过谈判来改变苏联移交柏林管理权的行动。英国的对苏谈判政策不仅构成了盟国对苏政策的基本依据，还直接推动了盟国与苏联谈判的实际展开。

In the early stages of the Second Berlin Crisis,Britain proposed a policy on negotiating with the Soviet Union to ease the crisis,which advocated of the proposal that the solution of the Berlin problem linked with the German Question and European security issues as the framework and topic of the negotiations between the Soviet Union and the western allies.Britain opposed the tough stance of the United States and West Germany,successfully putting the proposal of negotiation with the Soviet Union into the reply to the note of the Soviet Union.Britain also opposed the plan of using limited force which the United States had proposed,advocating the adoption of negotiations to change the ac-tions of the Soviet Union handing over the management rights of Berlin.British policy on negotiations with the Soviet Union not only constituted the fundamental basis of allied policy on the Soviet Union, but also directly had promoted the actual implementation of the negotiations between the Allies and the Soviet Union.
