针对近年来频发的省级关口计量故障,研究了一套计量故障事件监测及报警系统,并给出了具体的软硬件实现。该系统通过扩展102通信规约,利用故障监测终端实时采集关口电能表失压、失流、断相以及不对称功率等事件,通过 PSTN 或 LAN 传输至主站与 EMS / SCADA、用电信息采集系统进行故障核实,并采用 SMS 短信、IMAP 邮件、页面警示方式提醒运维人员进行及时处理。此外,还介绍了一种多元电量追补技术,根据不同的故障方式,自动生成电量追补公式,通过母线电量、变压器三侧电量、线路对侧电量等多种平衡措施对追补电量进行验证和追补。

To deal with the frequent failures of provincial gateway measurement in recent years,this paper develops the measurement monitoring and alarming system with specific software and hardware implementation. By extending the 102 communication protocol,this system uses the failure monitoring terminal to collect events such as voltage lose, current lose,TV failure and power imbalance in real time,and transmits them to master station through PSTN or LAN. These events are used for failure verification with EMS / SCADA and the electrical energy acquisition system in-formation. By means of SMA massage,IMAP mail and online warning,the system reminds OAM staff of processing the information in time. Furthermore,a multi - electricity compensation technique is introduced. Electricity compen-sation formula is automatically generated according to different types of failures,and the compensated electricity will be verified and compensated by balance measures such as the electricity of the busbar,the 3 - side electricity of the main transformer and the electricity of the opposite wires.
