当前国内很多城市进行了规划“一张图”工作，但还没有形成规划依据库的构想。为了迎合数字城市理念，加强城市规划信息化进程与规划管理，在总结目前国内规划信息化管理成果的基础上提出建设“规划依据库”的构想。

In the current domestic, many cities are planning a work of "one picture", but the idea of planning database has not yet formed. In order to cater to the concept of digital city and strengthen the urban planning informatization process and planning management, the author put forward the idea of bui-lding the“planning database”on the basis of summarizing the achievements of the present domestic information managem-ent.
