广东省的劳动密集型企业一直受“用工荒”的困扰,广东企业遭遇“用工荒”,既有企业用工内部存在的问题,也是企业用工面临严峻的外部环境所致,其根本原因是广东产业升级迟滞引起的结构性矛盾。广东应对企业“用工荒”,需要企业和政府采取积极行动,形成政企合力。从地方政府层面考察,要营造良好的就业环境,完善就业服务体系;积极实施产业转移和产业升级战略;加强对农民工的培训和构建以权利平等为基础的保障制度等。从企业层面考察,要完善个人收入分配制度,提高员工的工资待遇;加快自主创新进程,实施自动化战略;加快产业转型升级,提升产品附加值;推进管理模式创新,构建和谐稳定劳动关系以及加强人力资源管理,完善企业文化建设等。

The labor-intensive enterprises of Guangdong province have been troubled by labor shortages. This results from the internal problems of employment and the severe external environment. In fact, the root is structural contradictions caused by industrial upgrading hysteresis. Response to the labor shortages, the enterprises and the government should take positive actions together. The local government should create a good employment environment, perfect the employment service system, actively implement the strategies of industrial transformation and upgrading, strengthen the training of migrant workers and build the security systems on the basis of the equal rights etc. From the enterprises level, they should improve the systems of distribution of personal incomes and the wages of employees; accelerate the process of independent innovation, implement the strategy of automation;speed up the Industrial transformation and upgrading, improve the added value of product;promote the innovation in management mode, build a harmonious and stable labor relations and strengthen human resources management, perfect the enterprise culture etc.
