中美两国邪教组织犯罪最根本差异在于我国邪教危害国家政权稳定性，美国在我国扶持邪教组织，并指责我国违反宗教自由和侵犯人权，其目的是借助邪教危害我国国家政权稳定。正是因为这一根本差异，对邪教立法我国采取了“预防原则”，美国则采取了“追罚原则”。抓住我国邪教的政治性问题，进而消除或缩小我国阶层分化和贫富分化，能够从根本上遏制邪教，而美国因心理和宗教因素产生的邪教很难得到遏制。
