介绍了1996-2005年甘肃省政府实施的疏勒河农业灌溉暨移民安置综合开发项目的区内外背景，以生态文明为标尺，评价了此次移民的合理性，认为此次移民没有充分考虑疏勒河中下游资源环境承载力，特别是水资源承载力，也没有考虑流域脆弱的生态环境状况。移民虽然使得流域农业得到了较大发展，但生态恢复任重道远。

The background of a land development project carried out by the government of Gansu Province between 1996 and 2005 was first introduced, and the rationality of this immigration was assessed by using ecological standards. It is argued here that this immigration project did not take into account the resource and environment carrying capability of Shule River, especially the carrying capability of water resources. Attention was not paid to vulnerable ecological environment as well. Immigration did lead to agricultural development in Shule River, but it is not easy to restore the ecological environment that had deteriorated greatly.
