建设生态文明，必须建立系统完整的生态文明制度体系，用制度保护生态环境。矿产资源开采对生态环境有着根本性的影响，完善生态补偿制度尤为重要。切实考虑资源的生态功能，补偿范围应予拓宽，经济补偿须与行为补偿并重，建立矿区资源移植、“占补平衡”等预防制度，构建政府、企业和社会的多元生态补偿机制，都将是矿产资源生态补偿有效之举。
건설생태문명，필수건립계통완정적생태문명제도체계，용제도보호생태배경。광산자원개채대생태배경유착근본성적영향，완선생태보상제도우위중요。절실고필자원적생태공능，보상범위응여탁관，경제보상수여행위보상병중，건립광구자원이식、“점보평형”등예방제도，구건정부、기업화사회적다원생태보상궤제，도장시광산자원생태보상유효지거。
