随着低碳经济成为一种新的经济增长模式，忽略与环境相关的碳排放，就会对生产率度量的准确性和可持续发展性带来影响。通过运用方向性距离函数Malmquist -Luenberger 指数模型，对兼顾碳排放和3类工业废物排放量（工业废水、废气、固体废弃物排放量）的甘肃省2000年-2010年间工业全要素生产率进行计算，结果表明综合考虑碳排放环境约束的实际全要素生产率比不考虑碳排放环境因素的估算低，技术进步是推动甘肃省工业全要素生产增长的主要因素。

With the low carbon economy becoming a new economic growth model , ignoring the carbon emissions as-sociated with the environment would affect productivity measurement accuracy and the sustainable development . Based on the Malmquist -Luenberger index the directional distance function model , the emissions of carbon emis-sions and three kinds of industrial waste emissions ( industrial waste water , industrial waste gas emissions , industri-al solid waste emissions ) of Gansu Province industry during 2000-2010 , this article estimated the total factor pro-ductivity , found that the total factor productivity ratio which considers environmental constraints of the carbon emis -sion is lower than the estimate which does not consider the constraints .Technological progress is the main factor to promote the growth of industrial total factor production in Gansu Province .
