爱国教育的重心应该放在国民性的培养。国民的现代属性源于一种契约论假设；契约论认为国家本质上是由其成员让渡自己的权利而平等构建的共同体；国家存在的目的是为了保障所有成员的权益，国家的合法性需要得到国民的认可。国民应该具备自主、平等、理性、团结等品质。今天的国民教育应该以学生的个人认同为出发点，着重法制与理性精神的培养，立足传统文化，以班集体为载体，培养新一代国民。
