在当今以网络技术为核心的信息时代，我国高校学报的发展普遍面临传播速度慢、载体单一、受众范围小，经济效益偏低等瓶颈问题。优先数字出版模式可突破高校学报发展的瓶颈，使其焕发活力，有效避免出版滞后、解决“一稿多投”，提高影响力、稳定作者群，加强竞争力、加大吸引力，以社会效益带动经济效益等优势。高校学报应转变思想观念，做好人力资源保障，严格遵守程序规范，做好后台技术保障等，确保高校学报优先数字出版平稳、有序地进行，促进高校学报的良性发展。
