党的十八届三中全会明确提出法治中国建设的总体目标，集中表达了新形势下法治建设的指导思想和行动纲领。然而在实践中，法治中国建设却面临法制现代化遭受法制西方化巨大冲击、法律信仰尚未普遍建立、法律体系仍需完善、依法行政水平有待提高、司法体制改革滞后于社会发展要求等一系列重大挑战。我们必须正确认识法治中国建设面临的挑战，积极探索突破瓶颈性难题的有效路径。

The party's eighteenth plenary session clearly put forward the overall goal of constructing rule by law in China,which strongly expresses the law construction's guiding ideology and program of action under the new situation.In practice,however,the rule by law is facing a series of challenges such as the serious legal westernization,the belief of law has not been generally established,legal system still needs to be im-proved,the level of legal administration should be raised,and judicial system reform lags behind the re-quirement of social development.We must not only have a correct understanding of the problems faced by China in the building process of the rule by law,but also explore the effective ways to break through the bottleneck problems.
