在简要回顾社会主义新农村建设历程的基础上，从“能有效地服务于新农村建设”这一时代特征出发，认为新型农民除了“有文化、懂技术”外，还不仅“能创业、会管理”而且要“守法纪、讲文明”。并提出了培植新型农民的一些基本策略：一是，深化基础教育统筹、搭建农业教育平台；二是，增强农民创业能力、提升农民管理水平；三是，树立遵纪守法观念、强化健康文明风尚。
在簡要迴顧社會主義新農村建設歷程的基礎上，從“能有效地服務于新農村建設”這一時代特徵齣髮，認為新型農民除瞭“有文化、懂技術”外，還不僅“能創業、會管理”而且要“守法紀、講文明”。併提齣瞭培植新型農民的一些基本策略：一是，深化基礎教育統籌、搭建農業教育平檯；二是，增彊農民創業能力、提升農民管理水平；三是，樹立遵紀守法觀唸、彊化健康文明風尚。

On the basis of briefly reviewing the course during the construction of a socialist new rural area and starting from the characteristic of the era of being capable of serving the new rural area con-struction,we hold that the new type peasant,besides the fact that they are well educated and have tech-nique background,they should not only be able to initiate business and manage it,but also have to ob-serve the law and behave well.We,at the same time,present some basic tactics which are needed in cul-tivating and educating the new type peasant:firstly,we should deepen the basic education as a whole and construct an agricultural education platform;secondly,we should enhance the capacity of entrepre-neurship and improve the management level of peasants;thirdly,we should set up the concept of law abiding and strengthen the healthily civilized social morality.
