长期以来,以工业生产为主导的开发区发展模式促进了经济总量的快速增长,也引发了一系列问题。在新的发展形势下,原有的模式已经难以带动开发区的发展提升,企业和员工对开发区的选择提出更高的要求和标准,开始由生产环境向“生活环境”延伸。基于此,研究以国家级开发区产城融合为视角,宏观层面关注城市与园区的融合,中观层面关注园区生产与生活的融合,微观层面关注人与环境的融合,并结合荆州开发区案例,提出了开发区与城市融合的一体化构架,探讨开发区产城融合的功能完善、转型升级、动态规划实施路径,最后提出配套政策完善建议,为开发区未来发展提供经验参考。

With the rapid economic growth of Development Zones, the Industrial production-oriented pattern of development zone caused a series of problems. In the new situation, the original pattern cann’t promote the development zones,the enterprise and the staf put forward to higher requirements and standards, and the selection extended from “production” to “living environment”.This paper takes the perspective of “City-Industry Integration” in national development zones, concerns the fusion of the city and Industry park in macro level, the fusion production and living of the development zone in medium level, the fusion of the human and the environment in microcosmic level. In the case of Jingzhou development zones, with the View of City-Industry Inte gration, the author puts forward the integration of city and development zones, explores the function and perfecting, transformation and upgrading, the implementation path of dynamic planning, and gives the suggestions of policy in the last, to provide reference for development zones in the future.
