楚汉战争结束，叔孙通制定大朝礼以规范朝仪。大朝礼在每年岁首的早晨举行，大殿内庄严肃穆，以突显其尊君氛围。保卫措施严格，并有专人负责。参加者的身份且有严格限制，现任官员必须按规定参加大朝会，非现任官员被允许参加大朝会是朝廷对他们的政治优待。参加朝会的官员必须身着朝服。朝官参加朝会是权利也是义务，如果违反规定将被剥夺参加朝会的权利。
초한전쟁결속，숙손통제정대조례이규범조의。대조례재매년세수적조신거행，대전내장엄숙목，이돌현기존군분위。보위조시엄격，병유전인부책。삼가자적신빈차유엄격한제，현임관원필수안규정삼가대조회，비현임관원피윤허삼가대조회시조정대타문적정치우대。삼가조회적관원필수신착조복。조관삼가조회시권리야시의무，여과위반규정장피박탈삼가조회적권리。
When the war between Chu and Han ended , Shu Suntong laid down etiquette that officials met emperor in ancient times , which was held on the morning of the first mouth of year ,and the hall was solemn and protective measures were strict .Participants iden-tity were strictly limited, non-incumbent officials who must be dressed in robes were allowed to participate meeting , which was regar-ded as grace treatment .It was not only the right of officials , but also their duty;If they violated the rules , the rights of participating meeting would be deprived .
