高新技术产业的发展有赖于完整产业链条的搭建,同时需要较高城镇化水平的产业园区作为持续发展的重要载体,然而城镇化滞后于工业化是我国高新区发展的普遍弊端,旨在建立适用于高新区的产城融合度评价体系。基于高新区产城融合的互动机制与影响因素,结合城市子系统理论,引入产城融合分离系数,以56家国家级高新区为样本进行实证研究,通过因子分析建立了高新区产城融合度评价体系,包括3个一级指标、13个二级指标、38个三级指标,并用熵值法为各类评价指标赋权重,最终取得各高新区的综合得分和排名。研究结果表明,大部分国家高新区存在城镇化滞后,城市功能缺位,以及其他社会事业发展的问题,并提出政策建议。

This paper aims to argue a pervasive issue that is Production-City Integration, due to the phenomenon that urbanization seriously lags behind the industrialization, especially for High-tech Zones in China; such issue has been aroused widespread attention as a spot on the field of urban development and management. This study selects 56 National High-tech zones as the sample to make a factor analysis and confirm 13 factors. A framework with 3 layers which will be introduced to evaluate the degree of Production-City Integration is set up based on a series of consideration such as industries factor, resources factor, societies factor, environments factor and urban subsystems, meanwhile the approach of Entropy-based Weight is employed to empower the various indicators, and a general sequence on Production-City Integration for these 56 High-tech Zones is available.The result indicates the issue of Urbanization seriously lags behind the Industrialization, urban functions absence, and other problems on Public Affairs exist in the most national high-tech zones in China.
