该文通过对J市乡镇聘用人员的现状进行调查,分析在经济社会迅速发展、政府机构改革、“撤乡并镇”等背景下,乡镇聘用人员中存在的人员规模膨胀、结构失衡、流动性大等问题,并提出建立科学的监管机制、统一事权财权、减能增效的举措,从而优化乡镇聘用人员结构和提升聘用人员素质,提高办事效率,增强公共服务能力。

In this paper , the authors analyze the existences from these township hired persons , such as personnel scale expansion, structural imbalance and frequent liquidity , under the background which economic and social booming development , the government institutional reform, and "withdraw township and add it to the town”, by means of investigating the phenomena about J city township employment. In the aim of optimizing the structure as well as promoting the qualities,they suggest the township should establish scientific supervision mechanism , unified the governance entity and improve the efficiency . So that the hired persons ,belonging to the township ,are able to strengthen the public service abilities .
