结合复杂系统理论及集群升级文献，认为集群竞争优势的本质是内部企业的协同效应，集群升级的过程就是通过集群企业创业形成新协同效应的过程。并用建德低压电器集群案例证实上述观点。其次，根据集群网络结构相关理论和安吉竹工机械集群的深入研究，认为中卫型集群可以通过联动协同来实现集群升级，而市场型集群获得协同效应的两种基本途径分别是模仿协同和联合协同。最后，讨论本文的局限性并提出相关的政策和建议。

Based on the theory of complex systems,this paper proposes that the essence of clusters’competitive advantages is the synergic effectiveness among firms. It puts forward the process of clusters’upgrading is actually a forming process of new synergic effectiveness through corporate entrepreneurship,and certifies the conclusion with the case of Jiande low -voltage electrical cluster. Based on the existing literature and the nature of different cluster network,we conclude the upgra-ding of center - satellite cluster can be achieved through linked synergy. After thorough research on Anji bamboo - machine industry cluster,we summarize that the market - based cluster could upgrade through two ways:imitative synergy and col-laborative synergy. Finally,we discuss the limitations of this paper,related policies and recommendations.
