为衡量 R&D 投入的效率,运用数据包络分析(DEA)模型,对全国1991至2008年期间 R&D 投入的数据进行了分析,结果表明我国 R&D 资源配置效率相对较低,呈现出先升高后下降的趋势,优化 R&D 资源配置是实现创新型国家战略目标的必然要求。

To investigate the effectiveness of these R&D investments,we make use of the DEA(Data Envelopment Analy-sis)models to evaluate the efficiency of R&D investments using Data from 1991 to 2008. Through analyzing the input and output by DEA approach,we can draw the conclusion that the efficiency of the R&D resources allocation is relatively low which presents the tendency of first rise then fall. The result of the present work implies that only enhancing efficiency of the R&D resources allocation,can we make our country into the innovation nation.
